Quebec is stepping up to address its labour shortages by re-opening three long-term economic immigration pilot programs. These programs come with new policies and measures that will impact several immigration streams, including language proficiency requirements. From November 23rd, 2023, to December 31st, 2024, aspiring immigrants can apply for the following streams:

New changes in Economic programs: Language Skills Now Essential
Language proficiency is now mandatory in this economic immigration scheme. Specifically, applicants for the Quebec Experience Programme (PEQ) and the Quebec Regular Skilled Worker Programme (QSWP) must now demonstrate a minimum spoken French proficiency of level 7.
Also, a written proficiency level of 5 or higher is necessary for PEQ applicants.
Starting November 23rd, candidates for the PEQ’s graduate component must have completed a French language program or studied the language for at least three years in secondary or post-secondary education.
Spouses under these programs are now required to possess oral French proficiency at level 4, which includes both speaking and listening skills.
Some Other Changes on Business Streams:
Different modifications are also made for business streams of immigration. From the beginning of January 1st, 2024, knowledge of French will be a prerequisite for all business programs. Those are including the Entrepreneur, Self-Employed, and Investor streams.
Lastly, the Quebec Regular Skilled Worker Programme (QSWP) will be replaced by the Qualified Skilled Worker Selection Programme (QWSP), effective November 29th.
Requirements For Family Sponsorship
The new rules will take effect on November 23rd for those who are sponsoring family members for immigration to Quebec. A welcome and integration plan must be completed and signed by sponsors if the sponsored person is between the ages of 18 and 55.
