Phase 1: Preparation (The Employer's Work)

  • 1. Get a Job Offer
    This is mandatory. You must have a signed contract from a Singapore-based employer.
  • 2. Employer Submits Job Ad (Fair Consideration Framework)
    For most EP and S Pass applications, the employer must first advertise the job on a national platform (MyCareersFuture) for at least 14 days to consider local candidates fairly.
  • 3. Employer Submits Application
    Your employer logs into the MOM's online portal (EP Online) and submits the application, paying the fee. They upload your documents (passport, degrees, CV).
    • • Processing Time: Usually processed or an update is given within 10 business days for most online applications.

Phase 2: Approval and Entry

  • 4. Receive IPA Letter
    If approved, your employer receives an In-Principle Approval (IPA) letter from MOM. This is a very important document!
    • • The IPA Letter: It acts as a single-entry visa, allowing you to travel to Singapore. It also tells you if you need to do a medical check or register your biometrics later.

5. Travel to Singapore

You use the IPA letter to enter Singapore. You have 6 months from the IPA date to enter the country.

6. Get the Pass Issued

Once you are in Singapore, your employer logs back into the EP Online service to formally "issue" the pass. They pay the final fee and confirm your local address and other details.

  • • Notification Letter: Once issued, both you and the employer receive a Notification Letter via email. This letter is your temporary permission to start work immediately while waiting for the card.

Phase 3: Final Steps in Singapore

7. Biometrics Registration (If Required)
The Notification Letter tells you if you need to register your photo and fingerprints (biometrics). You book an appointment at the MOM Employment Pass Services Centre.

  • • Must Bring: Original passport, Appointment Letter, and Notification Letter.

8. Receive the Card

After the biometrics step, your final, physical Employment Pass or S Pass Card is delivered to your registered Singapore address, usually within 5 working days.

This physical card is your official ID and long-term proof of your right to live and work in Singapore.
